This brief reviews problems with the state’s Care 4 Kids child care subsidy program that are identified by child care providers, including eligibility and enrollment of families, timely payment, and rates of payment to providers. Several recommendations are made to improve the enrollment and payment process and to ensure that payments are sufficient and made in a timely and reliable manner. (April 2006)
