This series of briefs highlights the need for genuine system reform to achieve the goal of having all children ready for school and lifelong learning.

  • From Programmatic Duct Tape to Real System Reform summarizes current research on early care and education reform and uses this information to propose simple steps to move Connecticut toward positive system reform for an existing patchwork of fragmented early care and education programs. (March 2007)
  • Infant and Toddler Child Care offer recommendations that reach beyond child care centers to strengthen Connecticut's early care and education reform agenda so that it addresses the complicated needs of families with infants and toddlers. (May 2007)
  • The Essential Role of Home-Based Child Care in Connecticut's Early Care and Education System examines options available to those parents who need child care but choose not to use child care centers, and the supports available to home-based providers outside of the child care center system and funding streams. (June 2007)
  • Supporting Parents' Caregiving Through Paid Family Leave summarizes the current state of family leave policies in Connecticut and the U.S., examines the need and wide support for paid family leave, and recommends models for implementing paid leave in Connecticut. (January 2008)
