A comparison of the Governor's budget plan and the Appropriations Committee's plan published in the Hartford Courant reported that most cities and towns would receive more state aid under the Governor's plan. However, the Courant used an "apples to oranges" comparison in its analysis, including funds in the Governor's aid totals that would not provide any additional net revenues. In a more accurate "apples to apples" comparison of aid to towns in three sample Senate districts, this brief finds that most towns would actually receive more aid under the Appropriations Committee plan.
